feat(article): extend search to title+summary+tags; fix compile errors in FoodRecommendService and HealthReportController

- ArticleService: getPublicList/getAdminList now match keyword against title, summary, and tags fields (OR logic)
- FoodRecommendService: add missing import java.math.BigDecimal
- HealthReportController: remove undefined 'parsed' reference in buildPayloadFromLgData
