feat: refactor PaymentService with WeChat Pay V3 integration

Implement real WeChat Pay V3 JSAPI flow with certificate management, unifiedorder, and notification handling.

Ultraworked with [Sisyphus](https://github.com/code-yeongyu/oh-my-openagent)
