Hypotheses

1. [OPEN] Wrong element owns the scroll container — distinguishing evidence: computed overflow/scrollHeight show body/main not scrollable while inner wrapper clips — if true, fix is: move overflow
2. [OPEN] Flex min-height / height chain prevents any child from becoming scroll container — distinguishing evidence: ancestor clientHeight equals content height or overflow hidden on chain — if true, fix is: relax height chain
3. [OPEN] Route/page component itself disables scrolling with scoped/global style or Element component body wrapper — distinguishing evidence: product-edit specific DOM differs from other working pages — if true, fix is: page wrapper patch
